Airport Under Surveillance

So earlier today over southern Iowa while on with ZAU, I heard a pilot report having "the airport under surveillance." Right away, the controller cleared him for the visual and a frequency change.

Is this some known alternate to "airport in sight" that I've never heard before? Perhaps some non-ICAO terminology used somewhere overseas?
 
Maybe he was with some Federal alphabet organization and the airport really WAS under surveillance!
 
Maybe he didn't want to say "airport in sight" because he just had it on his GPS, and/or had the general area in sight.
 
So it's not in sight,but will be after surveying the area,probably on a GPS.
 
Or it could just be an old fashion brain fart and the wrong words came out of his mouth.
 
Did he follow up with "All your base are belong to us."?
Next time I'm given a base entry by tower I may respond with that now. I had never thought of that haha
