Only reason I could see for that pricetag is because they have to deal with paint on the windows, and of course the "jet" and "aviation" taxes. Spraypaint on properly waxed and polished paint isn't that hard to remove.

My guess would be an insurance sponsored new paint job. Owner to Insurance company...Clearly the paint is damaged and requires a complete repaint of the entire aircraft.
