I know what PPR means. What is PRK? I hazard to guess it is parking. And what is RSTD?

RSTD- restricted. From the context, PRK is parking.

It's silly. These aren't transmitted by the ancient teletype notam system. They're just text fields in the airport master record database. You could use vowels.
