If a planes paint is etched and cracking in spots can that be fixed easily? Meaning is it something an owner can do to make it look better or is that the way it is and if so what can be done..wax???

Whats the roi usually on a new paint job...50% or less?
50% is a good number for a quality paint job.
If it is etched/rough, you might try some polishing compound (not wax) on a section and see if it helps. If so, do the entire plane if you want to wait a while before a full paint job.

If you want the contact info of a good and inexpensive painter in the DFW area send me a PM and I'll send you his number. He does a common 4 seat for ~$7500 or a bit more, but you have to help with flight control removal, and install. He'll have them weighed after paint, but you need to do the install.
