Air tours?

So I'm working on my commercial ticket right now and plan on doing the CFI next, but, I'm curious about airtour operations once I get my commercial Certificate. As I understand it I can fly sightseeing tours flying part 91 with 25 miles my airport if I;

- am in an approved drug testing program
- have 250 hours
- get a letter of authorization from the FSDO

I feel I must be missing something. What else is required?

That is more or less it from an FAA perspective, but there may be other state/local business/tax licenses/laws involved, too. See 91.147 for the full list of FAA requirements.
