Who is AFS 800 0478 and how does P-8740 differ from Advisory Circulars (General Subject Number 00 as example)?

Basically, let's have the poop on the Accident Prevention Program.
 
AFS-800 is the General Aviation and Commercial Division of the Flight Standards Service.


The General Aviation and Commercial Division is responsible for:
  • Being the aviation community's national focal point for general aviation issues
  • Part 125 operations, including travel clubs
  • Part 141 Pilot Schools
  • Regulations and policy governing the certification, inspection, and surveillance of general aviation pilots and flight instructors
  • Sport aviation
  • The commercial operations of rotorcraft external load operators, agricultural operators, corporate operators, and industrial operators such as those involved in helicopter logging operations
  • The FAA's Aviation Safety Program
