Garmin has announced the GDL-82 for out only (all that is required) ADS-B. It is a remote mounted box that interfaces to an existing mode C transponder. It includes the GPS WAAS antenna needed. It uses the existing transponder antenna for its UAT. Since it is UAT and not mode S, it can be set to NOT broadcast the aircrafts N number. $1800 including the antenna. This is the least expensive solution to meet the mandate. Note that is is not mode S so it wont meet the requirements if you fly above 18,000 feet.
Pair this up with a non-certified ADS-B IN for traffic and weather and you have the least expensive solution for ADS-B in and out.
