I'm sitting here reading it thinking... "Duh..."

"The ARC notes operational demonstrations of ADS–B In applications are in various stages of maturity but the required equipment standards, certification guidance, and operational approval guidance are not sufficiently mature to enable widespread manufacture of avionics and implementation of ADS–B In applications other than those directed toward situational awareness."
 
Oh, almost forgot... they finally mention my pet peeve...

Good luck with that. The FAA already stated their hand-in-the-sand hear-no-evil-see-no-evil thoughts in their reply to the NPRM comments. The FAA claims that ADS-B spoofing will the mitigated by using primary and secondary radar.

Of course, requiring aircraft to be in radar coverage means that much of the ADS-B value will be lost.
