This is the draft-for-comment of a revision of the EFB AC applicable to Part 121, 125, 135, and Part 91, Subparts F&K. There might be some tangential effect on vanilla Part 91 where this AC and AC 91-78 (EFBs for Part 91) concepts cross lines. I haven't read it all but my impression is, it represents both a simplification and liberalization of EFB use. For example, the draft:
  • Replaces the Type I, II and II EFB classification with classifications based on whether the equipment is installed or portable;
  • Classifies apps as Class A & B based on the criticality of function. For example, a copy of the regs is Class A (non-critical), but digital navigation charts are critical;
  • Removes some of the restrictions on using "own ship" on the EFB display;
It appears it might answer the questions about portable mounts with portable essentially being defined as "capable of being easily removed from or attached to their mounts by flightcrew personnel without tools or maintenance action."

Might be interesting reading for some, boring to others. The FAA's draft ACs page is https://www.faa.gov/aircraft/draft_docs/afs_ac/
The Draft AC itself is AC 120-76D: Authorization for Use of Electronic Flight Bags, http://bit.ly/2p1MS11.
