I had to basically beg/kick/scream to get Pac Coast Avionics at UAO to do mine. Now it's off 300' and I wish I had gone elsewhere.

I'm not aware of any mobile cert dudes. PDX is a weird vacuum for certain aviation things, that was one of them.

Just call your avionics shop, or any avionics shop, and ask if you can schedule a time to come in and wait while they do the work. It doesn't take all that long to do.

And if you pick a shop that's got a restaurant on or near the airport, you've got the waiting time covered.
