Quarries and their neighbors tend to have ongoing issues with the seismic effects of blasting. Quarries surrounded by residential properties often have a consultant who sets up sensors in those neighborhoods so the operator has a way to prove that he didn't cause a particular set of foundation cracks. But that's for charges measured in tons and placed underground, not for 80lbs on the surface. This seems a bit odd.
Tannerite is all airblast, (noise and window rattle) measured in decibels.
Mining seismographs measure PPV - peak particle velocity (literally shaking rn) ground movement and airblast. States and municipalities can set their own limits. There's a lot of legalese behind home damage claims from blasting, normally due to poor record keeping by the mine, not actual damage caused by blasting (flyrock excluded).

This should probably be at the top, but here goes: Don't abuse tannerite. If you are, stop now. Discourage others from abusing tannerite.
Take the word of a powderman and leave it alone.
