Without that, no, it's not legally sufficient, and the instructor is risking enforcement action for having signed that flight review endorsement without it. Whether the FAA would take action against the reviewee is unknown, but by signing that endorsement without meeting the requirement, the instructor has definitely provided documentary evidence of a violation by the instructor of 61.56.
