What is considered full range of motion, specifically for the shoulder joint, for the 3rd class medical?
 
I have a follow on question, if one would fail the published standard, would a SODA ride be available/applicable?

Depends on the AME. If you demonstrate range of motion & that you are not prevented from doing normal stuff, expect a better approval/writeup than if you demonstrated just a possibly-restricted range of motion.
 
You can voluntarily get the arms into 'jumping jacks" position, raise both arms to that position both laterally and forward. 65 degrees posterior flexion is also "normal".
