So, are you gonna rename it, since it’s in New Mexico?
People only think Santa Fe is in New Mexico-- and some of them think New Mexico is Mexico-- but being east of the Rio Grande, Santa Fe is in Texas. (At least it was, I'm old.)

He's making a statement that figuratively everything east of the Rio Grande is Texas. And at some point in the past, actually was.
The Treaties of Velasco signed on May 14, 1836 by El Presedente de Meijco Generale Antonio de Padua María Severino López de Santa Anna y Pérez de Lebrón* and David G. Burnet Interim President of the Republic of Teijas established the Rio Grande as the southern / western boundary of the Republic.

*Unverified reports say that Santa Anna was taken prisoner by the Teijicans, in part, because he insisted upon signing his entire name, along with his with rank and titles on orders issued to his subordinate commanders while Burnet and Houston simply signed thier's "Dave" and "Sam."
