You are not talking “fabricate”. You want a bondo and paint fix.

AC 43.13 will give you insight on a proper repair.
 
I am curious, why is $755 for a new approved all metal wingtip outrageous? After you buy the materials to half ass repair what you got, assuming the repair is durable, you are better off new.
