There is no "Attach files" button in conversations.

It was a permission. I've turned it on. I think we turned it off because we had people signing up for accounts and immediately sending spam via PMs including attachements, but now we put new users in a limbo state that keeps them from sending PMs (and dumps all their posts into moderation), so that's less of a problem.
