Why cadmium plated bolts rather than stainless steel?

Thank you! FYI, my dad was an A&E/A&P 4 years Air Force and 33 years with TWA and my brother is/was the pilot in the family, 23 years Air Force, KC-135, KC-10, and then Test Pilot... Diabetes took him out. Retired, Colonel.

It's stainless not stainNEVER. Stainless steel can corrode. Just look at some seaplanes that are on salt. Or a boat.
 
If the replacement CRES fasteners have poor galling characteristics compared to the original cadmium plated fasteners I think I would stick with cad rather than deal with spinning nut plates at the next annual. Years ago when I was working as an A&P I experienced numerous "5 minute jobs" that went south due to pretty, shiny CRES fasteners being seized in the nut plates. Anti-seize compounds are hit or miss.
