I don't think you can attribute this quote to Raleigh, He died in 1618...almost 300 years before the first motorized plane.

The quote is from Sir Walter Alaxander Raleigh's book, "The War in the Air" 1922.

Sir Walter Alaxander Raleigh was a professor born 1861, died 1922. Plenty of time for exposure around "motorized airplanes."
