W00 Freeway Airport

I have an upcoming flight for a meeting on Friday to Freeway airport near DC. I would be flying in IFR from the south around 10AM, departing about 3PM. I took the FAA online training course for the DC area last year but don't remember much from it.

Two questions:
1) If I fly IFR in and out of the airport and get clearance from the ground prior to takeoff, I don't have to deal with any ATC shenanigans??
2) Do I expect any ridiculous delays flying in/out

1) normal IFR. No taking off and picking up the clearance in the air though. Never 1200.

2) no ridiculous delays.

IFR is mostly normal

Well, one more thing. Is Potomac Approach available directly or through a reliable GCO on the ground or do I need to call on my cell for my departure clearance?
