I do not believe you are correct. We have to have a ll the information relevant for the flight, and I believe this is given to imply a current chart or electronic equivalent.

The faa has published an opinion that you do not need a current chart for navigation. But they also say you are still liable for enforcement action if you bust airspace.

So its up to you as PIC to be where you should be and not where you should not.

Recommended but not required for Part 91 as long as you're not subject to Subpart F (Large and Turbine-Powered Multiengine Airplanes and Fractional Ownership Program Aircraft).
