So do helo rotors act similarly to a constant speed prop? Or would a power be set and the collective setting would determine rotor speed?

The collective only adjusts the pitch of the blades. Collectively.

Rotor speed is governed at a constant rpm just like a constant speed prop and collective controls throttle and rotor blade angle. That's a Eurocopter which has FADEC managing the whole thing.
