Also of note, looks like there is a carve out for the Philadelphia Sea Plane Base (9N2)? Right under PHL runways, 12 operations per year...

Not senseless. If they don't put the ball game ones there because the prez one is already there, then if the prez one gets cancelled, they gotta issue game ones. Easier to just have them already there.
