That was a nasty dog attack. A longer version of the video shows the dog on the other side of the SUV, looking under the vehicle like it is stalking the kid, before it goes around for the attack.
A news report I saw said the neighbor turned over the dog to animal control. It'll be kept for observation for ten days, then put down.
