Tags Next to Some Thread Titles

What are the "tags" for next to some of the thread titles? Why are only some tagged? How are the tags chosen or assigned? What do they do?

I have many questions.
 
Look down and to your right at about 4:00, see the "edit tags"? Click on it and type in a tag.

Or, click on the "search" pull down at about 1:00. Tag search is an option.

Yup... worked just as described in post #2.... even added the little "tag" icon to the right of the title when viewing the thread list of the forum.

Ha. It appears that the "tags" are being used by some anonymous curmudgeon who makes editorial comments about students who video their flights or take weekend IFR cram courses:

Wait, you can add a tag anonymously to another poster's thread?
 
Just sos you know, the MC can tell who did the tags.
