I believe it means the airport it not open continuously, and Amendments will not be issued (in this case after 23z).

Someone please correct me if I'm wrong

Usually they put in AMDTS NOT SKED AFTER.... or FRTHR AMDTS NOT SKED

I wonder if this isn't a typo, left over from yesterday's last TAF.
