Sticky threads

On "Flight Following", Ron Levy's post about going into the FRZ is marked "sticky". It always shows up at the top of the screen. What determines whether or not something is "sticky"? It it a setting on my end, the poster's, or a system-wide setting?

Actually, any forum moderator can sticky a thread for the forum he moderates (there are only two Admins, but several forum moderators, each responsible for one or more forums -- I've got Pilot Training). Once stickied, it comes up at the top whenever someone opens that forum -- no user choice. I have no recollection who stickied the FRZ thread, but it wasn't me.
