Report: Mechanics who can't read Tech Manuals or speak English

Can you believe this? I thought this was always an FAA requirement!

"American and Southwest, the state's biggest airlines, both require mechanics and technicians to speak, read and write English, according to WFAA."

These are not "licensed" A&P mechanics they are talking about. Repair Stations are allowed to hire off the street "mechanics" and allow them to work under the supervision of licensed supervisors who do hold FAA ratings.
 
When I was training as a mechanic back in the 70's, candidates could become certificated without being able to read, write, speak, or understand English; but their tickets would have a limitation stating "Valid Only Outside the United States of America."

One of the instructors said this was because international carriers often hired local talent overseas and got them certificated, but they would use the foreign-language versions of the manuals.

I don't know if this is still true.
