Radiotelephone Operator Permit

I think you just submit the forms at the bottom of the page? As far as I know, all it takes is money to get a license.
 
And pay the fee. Looks like they want one for flights into Mexico, but I wasn't asked for it when I came in.
 
The site is pretty clear. (Clearer than it used to be :))
Submit FCC Form 605 and FCC Form 159 (fee processing form) along with the appropriate Proof of Passing Certificates (for the requisite written and/or telegraphy examination elements) to apply for any commercial operator license, with the exception that endorsement examinations do not require the filing of the Form 159 or any fees. Also, Restricted Radiotelephone Operator permits have no proof of passing certificate requirement.
You'll just want the Restricted Radiotelephone Operator Permit (RR). Like Chris said, I wasn't asked for it when I came in from the Bahamas, but I figured I'd play it legal just in case. You can do it all online at http://wireless.fcc.gov/uls/ You'll need to register with that site first.
