I see that charitable part 91 sightseeing flights must be day VFR. I'd like to know the requirements as a commercial pilot to offer part 91 sightseeing flights at night. Thanks
 
See 14 CFR 91.147 -- the requirements are listed there and in other sections cross-referenced from 91.147.
 
As a commercial venture, your airplane and records will have to undergo a mechanical inspection by your FSDO for safety and compliance, and you will have to be enrolled in a FAA/DOT approved drug screening program, and when that's all complete you will then be issued a Letter of Authorization from your FSDO inspector allowing you to conduct scenic flights for hire under Pt 91 in that specific aircraft within 25NM of your departure airport.

It's a good amount of paperwork for about a month, but wasn't too difficult.
