Sounds to me he needs to reread the section on take offs and high density altitude.

The FAA's recommended runway length for aircraft with fewer than 10 passenger seats is 2,700 feet, according to the agency's website.

From my perusal of the document this links to I think this may sort of be a misinterpretation of the document
