[NA]Computer batt charger[NA]

I bought a battery charger (ebay) for my Toshiba Tecra so I can plug it in at a separate location.
It has the exact specs and plug ends and appearance as the original. I verified the volt output before I used it with a voltmeter.
When I inserted it, the screen goes bright/dull/bright/dull in a continuous cycle that occurs about once a second.

Some computer setting?
Defective charger?

Could be a counterfeit knockoff. Isn't nice that you can't give negative feedback on eBay anymore?

AFAIK, they cut the feedback time down to 15 days post purchase.

I guess the scammers were complaining.

well I contacted the seller, we shall see.
Purchased 2.9 arrived 2.17 used this weekend first time, first contact 2 23.....hardly seems like enough time.
Can't really give bad feedback til we see how they handle it.
Ebay should allow a month, in view of this (typical) timeline, imo.
