It is. Four of these were built by Champion Aircraft in about 1961, about four years before the Citabria was introduced.

Anybody know the model/name?

That's it! Champion Model 7KC Olympia, intended as a "sport" model in the pre-Citabria days.

I guess the world just wasn't ready for a Champ with a swept tail. The big, streamlined wheel fairings were, however, carried over to the Citabria.
