Stories from the popular press often lack information. It may have been shipped that way as you mention, or it may be someone did maintanence and forgot to put them in. No way to tell.
 
Didn't they read the caveat in the corner of the invoice:
"Batteries Not Included!
Some assembly required!"
 
Must have left them out to keep it under 49% complete.
 
FWIW, this is contract maintanence related, not design related based on the content of the article. Does sound like Norwegian is pretty pi$$ed off, and understandably so.

Contract maintenance was one major issue that forced UPS into operating it's own fleet of aircraft. Previously UPS owned the jets and had "contractors" fly and maintain them. After several audits it was discovered a couple of the contractors were flying the planes without the required maintenance, thus UPS took over the operation.

Just as in GA there are maintenance providers for large aircraft that "sell their signature" rather than bother with actually doing the work.
 
Maybe they are Polish fuel filters........housing, but no filter element inside????
