I received a scanner alert on this; listened to tower audio (about 17 minutes in, right channel). I'm not sure if right channel is north or south, so you may be able to hear better if you grab one of the mono/single tower files for Jan-27 22:00 UTC.
Scanner alert said the plane was down east of 7th street in the neighborhood. There are some hills right there, but I don't think those were a factor. Pilot seems pretty calm.
Sounds like the Pilot is okay. Not seeing a recent entry for N4061N on FlightRadar or FlightAware. Not mentioned in local media at this point.
Paraphrasing:
N4061N: I think we're gonna have to declare an emergency ... for 25L.
Tower: Roger, change to 25L ... there's an Archer on 25L.
N4016N: I'm not gonna be able to make the runway 4016N.
Tower: Roger, we'll send out fire and emergency.
