Pure guess -- as it's a Naval Air Station (North Island, to be exact -- BT, many moons ago), it might have something to do with operations or communications between the air station and carriers off shore.

I would have guessed "No Carrier", "Ring", "Connect 1200" would have something to do with a dial-up modem connecting at 1200 baud. But I don't know what "SEAMTRUIL ALL" would be about.

Note that it is after the dollar sign, which is a MAINTENANCE CHECK INDICATOR. Probably it's giving a report of the maintenance needed.

The first three letters are interesting:
SEA
LAX

The next three, MTR, could mean "monitor" or even "mean time to repair"

Actually it probably means METAR.
I suspect it's some code for the site the thing is attempting to phone home too.

I think you're right, MTR means METAR, the next three letters are the ID of the airport it's trying to get. This is a result of a parsing error.

1200 baud modems. God I have way too many hours on those things to bash then too hard, but it is 2011 now. Wow.

I know why they stayed at 1200 though. The training time is wicked fast from answer to first data at that speed.

ATMs do something similar, speed-wise on dial up. (Believe they're using 2400 baud.)
