I've previously seen this reported as, Sky partially obscured(with relative bearing from airport given). This example seems to be non-std language.
 
is SBA towered? tower controllers seem to have the magic power to put whatever they like in the remarks of the METAR

We've go to stamp out plain language in METARs. Good grief, the next thing you know the great unwashed will understand them. There goes the mystique! :D
 
When a pilot lands and calls in from a non-towered airport to cancel his IFR flight plan, he reports "FOG" for.... finally on ground.

Is that it? Or is it like a semi-liquid FOD Foreign Object Gunk?
 
When they try to put plain english in the wx you get the automated ATIS at La Guardia warning you of "lasers 7dme from the l-g-a v-o-r on the 45........1 radial that may be injurious to pilots..............and passengers"


That's right, the injurious lasers are so bright, they've crossed dimentions to the 451 radial. Why not just say "lasers somewhere, so just be lucky."
