Sounds like it's closer to an MOA in operation. Flights aren't restricted in the area and operations will be terminated if non-participating aircraft look as if they are going to enter. On the other hand, it hasn't gone through the approval process/public comment period I thought an MOA was supposed to go through. I guess it's a TMOA?

Nope -- not a TFR, and not a MOA -- just a NOTAM that they're doing this, with no restrictions on flight noted. IOW, "caveat aviator."
 
I'm pretty sure it's not a test, but an aerial survey.
