How is the horse power of a balloon determined?

Gee, I think you need one of each. A balloon for when you just want to float around with the wind and enjoy the scenery, a Quicksilver Sport when you're in a mood for fresh air and slow flight, a "normal" piston single for getting there a little faster, a helicopter for getting there a little faster with really steep takeoffs and landings are an issue...the list can get pretty long and complicated, so I'll stop it here.

Google got stumped on this one! Or, I gave up after a few erronous links... I'm gonna guess you tie one large horse to the basket. If the balloon stays down, you have less than 1 horsepower, if it goes up, then you have more than 1 horsepower, if it stays stationary, you have exactly 1 horsepower...:D
