KA? XA? NA! Removing stubborn programs

I installed a payclock program on my Win10 Dell laptop and cannot get it off now.
I want to reinstall it because the first install failed. (It won't open)
I tried the Programs, find the app, click it to uninstall and it fails to unintall, saying it needs something to uninstall. I can get the exact words but I think we are beyond that.
Other than returning to a restore point, is there any way to scrub this thing?

I came in here to clear up confusion about what British Airways is doing to their frequent flyer program again.

Going into Safe Mode and then deleting it worked.
Wait, wth is SafeMode and why am I running Unsafe all the time??
 
Safe mode avoids starting up a lot of the windows system. It just gives you just enough of an environment to perform some basic maintenance tasks without all the rest of the bloated system getting in the way.
