VFR over TOL at 115kts IAS at 4500MSL at 1814Z enroute to JVL, and another planes leaves JVL at 1645Z at 90 mph TAS at 3000 MSL towards TOL, with high pressure dominating the region with a barometric reading of 30.55 and a surface temp of 19C at what point will Chicago Appraoch refuse to accept their hand off?

easy! at whatever point the pilot expects a handoff. thats how chicago works!
 
It's a trick question.

Everybody knows that Chicago will not refuse service.

They never answer calls from VFR aircraft.
