It is (unless something has changed) controlled by the City of Dallas; there was a plan about 15 years ago to make it into a high-end jetport, but someone figured out it was a really stupid idea. The Runway is kept clear (and I always note tat when I fly south across the area), and I have read that the lights are maintained as well. But who know.
