Looks like the helo blades are spinning at the same speed as the frame rate on the film thus making look like they are not moving.

Got it to play this time. That video was posted on Vertical Reference a couple of months ago. The answer is, of course, that NO helicopter can do what that one APPEARS to be doing!
The consensus was that the frame rate was set to synchronize with the main rotor so that it appears to be motionless. The illusion carries to the TR as well so that it appears to be slowly rotating...
