Help with video NA

I'm trying to split AVI and MPeg video into smaller clips. Every piece of software I have tried ends up with the clips being much poorer quality than the original. I've tried different settings for the output but it always looks worse. It seems like the output is being highly compressed, but I can't find a setting for no compression. Does anyone have a good program that does this? Or have an idea of what I can look at to make it work?
