Yep agreed it looks like an encoder, a rather large one at that.
 
While you're in there, why not put some heat shrink over those bare crimp connectors; top right of picture? Is that component just loose, with wires draped over your 'black box'? Maybe it fell down from the rack above?

If I had to venture a guess it's an old Terra blind encoder. Looks like the ones I've seen.
 
Here's the new Garmin Altitude Encoder I just put in my plane. Accurate to 20' up to FL300. Really weight shifts the plane's CG! :)

That tie wrap cut off incorrectly needs to be copied over to the OCD thread.

Kill whoever did that. If possible, cut their throat with the sharp edge of that tie wrap. They need to be removed from the gene pool. :)
