OK, first of all, this is not a simple anagram (though it may be that, too).

Fit for an emperor.
 
OK, here's another clue:

It is an anagram, but you have to do something to the letters first. "All hail Ceasar!"
 
OK, at least I have a clue what to do now, but between the anagram and the key combo for the cipher... Wow! Is there any significance to the placement of the space?

Now, did you just guess? I want to know, because if you found the key, I won't use it again.
 
Just by way of follow-up: the solution was an ROT (Ceaser shift), followed by descrambling the anagram.
