Funky internet issue

Whenever I am downloading something if I go over 1.0MB/s download speed my internet will stop working. My modem still has the enet, recv, sync, and ready lights solid but the send light stays off. If I reboot them modem it will work again for as long as i keep my download speed down. I have my computer plugged directly into the modem. I'm running Win7 x64 and when I troubleshoot I get "'local area connection' doesn't have a valid ip configuration".

Any ideas?

Well Ive narrowed it down to my driver for my NIC, but I don't know what to do now. I have rolled back the driver, uninstalled/reinstalled, and updated the driver and it keeps doing the same thing. It is a realtek pcie gbe family controller if anyone has heard any issues of fixes for this.
