Fun with meteograms

interesting chart, i've never seen one. where are they available?
 
So if I am reading this right, if it looks like the moisture is touching the ground then we could call it precip of course and the other "Blobs" for lack of a better term is going to be cloud layers, correct? Is this an accurate way to see forecast tops. Looks like at Zainsville the stratus layer is supposed to be in the 900-950 mb range?

Second, how big of an area does the chart cover?
