Friend trying to register

I have a friend who is trying to re-register after his account was deleted back on May 5, 2006 because he was a "0 post user" at the time. Unfortunately, now when he tries to register it gives him the following error:

Sorry we do not allow registrations from proxies.

I don't believe he is behind a proxy, since he is just an average home computer (w/ router) user, not going through any work proxy servers or anything of that such.

Anything he can do to solve this problem or should he just contact management to get his account set-up?

Have him use the Contact Us link at the bottom of the page and fill out the issue. This is a fairly common problem and easily fixed.

Proxy, in this case, is more of an ISP issue. Who is his ISP? We see this with AOL frequently.

His ISP is Cox Communications.
