So it can, ie it has the capability.... but only when certain conditions are present -- however, on a routine basis we should not rely on it to do so.

Conversely, since an inversion layer seems to be a requirement for depiction of fog, can the radar depiction be reliably used to show the existence of an inversion layer?

I currently live in the geographical region shown in Scott's picture. I know the weather of that time period.
