Saw this while checking METARs this afternoon on Foreflight on my iPhone. Maybe a formatting issue?

Subject doesn't make sense. I meant FF Wind or NO Wind.

Looks like a station reporting problem FF seems to report what the station reports.

Looks to me like a mis-formatted METAR. Should be "14004KT" (no S).
